  1. Fetch. Run as one single command: <fetcher-python> <fetcher.py> --out /tmp/talks-work <ID> It writes /tmp/talks-work/<ID>/{transcript.txt,meta.json} and prints OK / NO_TRANSCRIPT. On failure or empty transcript, retry once after ~20s; still failing -> add a Skipped index row with the reason, call done <ID>, continue. Never outline a title alone. (Mode B or pasted input: read the transcript file you were given instead.)
  2. Filename. If FNAME is PENDING_TITLE, derive it from meta.json title: kebab-case 4–6 meaningful ASCII words + -<YYYY-MM-DD>.md. If FNAME is a real name (Mode B), use it exactly — never rename.
  3. Language. Read language from meta.json; confirm against the transcript body (sample first/middle/last few hundred words). Write the ENTIRE outline in that language. Trust the body on conflict and note it in the header. Only an explicit override changes it.
  4. Outline to the depth bar in the preloaded references/outline-format.md: framing blockquote, deep decimal hierarchy (25+ ### for a long talk), one idea per bullet, enumerations and worked examples and Q&A each exploded into their own ###, quotes attributed and <15 words, People & References index, exact provenance footer. Then do the enrich pass (reread, add missed anecdotes/names/numbers) before writing. Add the analytical layer: [V]/[D]/[P]/[E] tags, Critical observations, Pending verification.
  5. Write in ONE write to <out-dir>/<FNAME> (expand ~, create dir if needed). Never incremental — a concurrent reader must never see a half-file. Mode A frontmatter as in the format ref; Mode B keep the existing frontmatter shape/title, enrich description.
  6. Index row (Mode A only) under the lock — hold it only for the append: flock /tmp/talks-index.lock <single append to <out-dir>/talks-outline-index.md> Row: | <YYYY-MM-DD> | <title> | <speaker/channel> | <domain> | <lang> | [md](./<FNAME>) | [yt](https://youtu.be/<ID>) | Skipped/failed -> the Skipped table instead. Someone who never watched the talk can reconstruct its argument, its numbers, and its blind spots from your file alone. Do not pad; do not fabricate. If a transcript is truncated or garbled, note it at the top of that file.
